UPSC CMS 2025 Reserve List (Category-II) โ Overview
The Union Public Service Commission (UPSC) conducts the Combined Medical Services (CMS) Examination every year to recruit doctors for the Central Government. For the 2025 exam, UPSC first declared the main final result on 22 December 2025, recommending 812 candidates. Now, on 25 June 2026, UPSC has released a fresh Reserve List for Category-II posts that recommends 30 more candidates. This page explains the reserve list in simple words and gives you the official download.
The reserve list was prepared under Rule 13(4) and Rule 13(5) of the CMS 2025 Rules. Under these rules, UPSC keeps a standby list of candidates in merit order, just below the last person selected in the main result. When a Ministry needs to fill posts that stayed vacant, UPSC recommends names from this standby list. In this case, the Ministry of Health & Family Welfare placed the request, and the Ministry will contact the selected candidates directly.

Out of these 30 candidates, the result of 10 candidates is provisional. Their appointment letter will be issued only after UPSC checks their pending original documents. This provisional status stays valid for six months from 25 June 2026. If a candidate does not submit the required papers in this time, the candidature can be cancelled.

The CMS 2025 recruitment (Notice No. 8/2025-CMS) was released for a total of 676 posts across two categories. The full breakup from the notification is given below.

UPSC has clearly noted that the number of vacancies is subject to change by the Government. NDMC stands for New Delhi Municipal Council and MCD stands for Municipal Corporation of Delhi.
Eligibility (as per the 2025 Notification)
Education: A candidate must have passed the written and practical parts of the final MBBS (Bachelor of Medicine and Bachelor of Surgery) examination. Candidates who were in their final MBBS year could also apply, but their selection stays provisional until they show proof of passing. A candidate who has not yet finished the compulsory rotating internship is eligible to appear, but will be appointed only after completing that internship.
Age Limit: A candidate must not have crossed 32 years of age as on 1 August 2025 (that is, born not earlier than 2 August 1993). For the Medical Officer Grade in the Central Health Service (Category-I), the upper age limit is 35 years. Age relaxation is given as per Government rules โ up to 5 years for SC/ST, 3 years for OBC, and further relaxation for other reserved groups.
Selection Process
The CMS 2025 selection had two parts. Part-I was a Computer Based Test (an online written exam of MBBS standard), held on 20 July 2025. Candidates who cleared Part-I were called for Part-II, the Personality Test (interview), conducted between October and December 2025. The final merit was prepared by adding the marks of both parts. The reserve list follows the same merit order below the main selected list.
Salary
Selected Medical Officers are appointed in Level 10 of the Pay Matrix under the 7th Central Pay Commission, along with the usual central government allowances such as Dearness Allowance, House Rent Allowance and Non-Practising Allowance, as fixed by the concerned Ministry or Department.
